Issue: Manhole (too high or too low only)

Specific details of the issue: There is a cone covering a manhole in the middle of the intersection and looks like unfinished work. Has been left like this for well over a month. Has this been forgotten? I have seen nobody working on it and traffic has to drive around it. The manhole cover seems to be missing. I can’t tell as I drive by
