I imagine that we will get a tree removed last season replaced, however for last 3 years we have had no grass growing in the boulevard, mostly dirt, see in photo depression left by city of Calgary sewage work where soil has settled. Is the city responsible for replacing grass on boulevard. I top dressed and planted seeds last year, watered daily but seed didn?t take well very patchy despite my care. Are we permitted to purchase sod and replant or is that city duty
