Left turning light not working

Describe Issue: Travelling on 6th Street SW in Somerset when you get to the lights on Shawville Gate SE, the left turning arrow does not work. Its been a few weeks now. Tried various time during the day. I mostly access it during morning rush heading to school. Cause backups on 6th street as we have to wait for thru traffic.
