Nature of Concern: Heaving / Sinking Sidewalk

Type of Sidewalk: Concrete

Specific Details: About 15 feet of side walk is sinking. It's been 3 years for me reporting this issue. Water you see in photo freeze and become ice. Any ETA of fixing this sidewalk ? Also I like clarify if someone slips who would be responsible city or home owner?
