Pedestrians using unmarked crossing

Details of request: In 45 seconds walking along memorial drive I saw THREE separate groups crossing here, stopping traffic. Although this is an ongoing problem generally, as an area that's congested and busy because of construction, this is dangerous for drivers and pedestrians. Not sure if the solution, but maybe making all parking permit parking near that intersection would at least help deter this. It's truly astounding to see this every day.
