Spring Street Cleaning at 7358 4 A St SW

I'm a community resident of Kingsland and I've been walking for a street today and noticed that none of the cars have moved even though the no parking in this block signs are up. I see they possibly have given them tickets but have not been told as the sign indicates. Why is the city not towing these vehicles so that we could get our streets swept properly instead of just issuing tickets and not moving the cars?
