Specific Details of issue: This garbage can at Connaught dog park cannot be used because the ice beneath the foot pedal that is the only way to open the chute - the foot pedal is frozen to accumulated ice underneath it. Not the first time this has happened.
Specific Location Details: There are just the two garbage cans just outside this dog park - the picture is of the can closest to st Stephens church. I didn't check the other garbage can.
