Stucco company failing to contain debris from construction. Rinsing equipment down into storm drain

Water is always pooling near this part of the circle. Pool was 6+ feet in diameter from the curb today. I don't see a drain anywhere, so maybe it's an issue with the pavement itself?

storm sewer blocked and water is backing up the full width of the street. If this freezes with the oncoming snow the intersection will be dangerous. Has been like this since 8 am this morning and is not improving.
